个人简介
戚建强博士现任天津生态城绿色建筑研究院院长，中国绿建委委员、中国城市科学研究会绿色运营学组委员。主要研究方向包括生态城区、绿色建筑的专项规划、研究、咨询；主持或参加科技部“十二五”支撑计划《绿色建筑群建设关键技术研究与示范》，住建部科研课题《低碳城市的规划实施机制研究与实践》等多项国家级课题研究。主编《建筑行业节约材料评价技术指标体系》等多项国家、行业标准。主持多项绿色建筑项目咨询、评价及标识申报工作。研究成果获华夏建设科学技术奖、中国质量评价协会科技创新奖等。

主旨报告：中新天津生态城绿色建筑集群建设探索与实践
中新天津生态城是中国和新加坡两国政府应对全球气候变化、节约资源能源、加强环境保护、建设和谐社会的重要合作项目，在规划建设之初即以绿色建筑100%为目标。自2008年开工建设以来，已有160个、800万平方米的项目通过绿色建筑评价。其中70个项目获得国家绿色建筑标识，43个为三星级，8个项目获得国家绿色建筑创新奖。生态城的建设成绩获得了国家的高度认可，先后获得绿色生态城区、北方绿色建筑示范基地、绿色发展示范区等荣誉称号。
生态城绿色建筑集群建设探索与实践主要如下：以绿色建筑100%的指标体系为引领；以涵盖绿色建筑设计、施工、验收、运营全生命期的标准体系为支撑；以第三方评价机构开展的绿色建筑全过程管理机制为保障；以适宜天津生态城区位条件和资源禀赋的技术体系为方向；以施工、运营阶段的提升优化为落实促进。
Sino-SingaporeTianjin Eco-city is an important cooperation project put forward by the Chinese and Singaporean governments,responding to global climate change,conservation of energy resources,strengthen environmental protection and build a harmonious society.It puts 100% green building as the goal at the beginning of the planning and development.Since the construction began in 2008,there are 160 projects with 8 million square meters passed the green building evaluation.70 of them obtained national green building label,43 of them achieved three-star green building,and 8 projects even won the national green building innovation award.Highly recognized by the government,the achievements of eco-city were awarded with many honorary titles like the green ecological urban area,the northern green building demonstration base,the green development demonstration zone.
The main research and practices of Tianjin Eco-city Green Building clusters developmentare:Guided by 100% green buildings target system;supported by full life green building standard system from design to construction,in spection and operation;ensured by a third party green building full process management system;directed by technical system that fits for geographic conditions and natural resources of Tianjin Eco-city;as well as implemented and promoted by optimization in construction and operation stage.
